Last week saw life as budget documents were leaked, although the House and Senate adjourned for the week without a budget deal. Senator Fann said a draft budget had been released to members of both parties, who will review it and prepare their feedback. Education dollars have been the main sticking point as leadership looks for the votes needed to pass the budget, and Senator Fann said there would likely be a greater influx of money into K-12 in the final budget plan.

Last week also marked the last time the Republican Caucus will be whole for the foreseeable future as Senator Pace prepares to leave for Alaska until September, though he said he would fly back for a budget vote. Other legislators have signaled they have travel plans.

Will Republicans make a deal with Democrats to finally put this session to bed? Only time will tell.

Regarding Arizona REALTOR® priority bills, we saw movement on SB1116 as it passed through the House Rules Committee. The bill would repeal the Residential Rental Tax statewide. The Arizona REALTORS® are actively working with legislators to communicate our strong support for the legislation that would deliver actual savings to rental property owners and tenants before it heads to the floor. 

The Arizona REALTORS® will continue to work hard to advance and defend REALTOR® Party issues!

While things may be slow, Arizona REALTORS® haven’t stopped getting bills across the finish line!

Arizona REALTORS® bill HB2172, codifying statutes to support real estate teams’ ability to hire licensees as W-2 employees, pending Broker approval and other conditions.

HB2747, relating to wholesale real estate buyers and sellers, will better protect home buyers and sellers by requiring wholesalers to disclose their status.

HB2674, establishing the Housing Supply Study Committee consisting of stakeholders and experts from across the state, including the Arizona REALTORS®. The bill was passed with an emergency clause, effective immediately, allowing the committee to work and evaluate solutions to address the housing crisis before introducing legislation next session.

HB2101, which protects Arizona from a deregulated utility market, ensures that Arizona will have a reliable and affordable grid, especially as we continue to experience historical growth. 

Bills to keep an eye on!

SUPPORT: SB1116, which would repeal Residential Rental TPT, is expected to head to the Rules Committee soon before reaching the House floor for further debates and votes. Legislators from both sides of the aisle have voiced strong support for the legislation, but this bill has a long road ahead and will likely become part of the budget negotiations.

NEUTRAL: SB1168 relating to the regulation of Short-Term Rentals. The Arizona REALTORS® testified as neutral on the bill to voice concerns over any amendments that would impose caps or limits on how many short-term rentals could be allowed in a city or town, which the REALTORS® would oppose. 

NEUTRAL: HB2554, which prohibits counties from requiring surveys as a condition for approving land divisions. This has been a passion project of Representative Griffin’s for the past two years. The striker is the best, although still an imperfect bill Representative Griffin has introduced. The REALTORS® are continuing to meet with Representative Griffin to discuss nuances of the bill as it remains held up in the slow pace of the legislature.
